Lok pal Bills since 1969

So far, the lok pal has been authored and introduced in 1969, 1971, 1977, 1985, 1989, 1996, 1998, 2001 and 2011.

In the bills introduced by the governments in 1969, 1971, 1985 and 2011, the office of the Prime Minister has been kept outside the purview of the lokpal. 

The lokpal bills tabled by VP. Singh's government in 1989, AB. Vajpayee's government in 1998 and 2001 have all allowed for the inclusion of the PM under the purview of the lokpal. 

Is congress allergic to the idea of a PM under lokpal?
